THREAT RESPONSE
During Normal Working Hours
- In most cases Security Officers will be notified there has been a threat received by one of the offices in the building.
- Immediately notify Client in accordance with the CALL LIST.
- Notify the local Vinson Guard Service Office via telephone that there has been a threat at your location and be able to provide address.
- Do not use radio transmissions until cleared to do so. If there is an actual device this may detonate it.
- Take up pre-assigned position the event the building must be evacuated.
- Client Officials will decide which plan of action to take in accordance with their corporate threat plan.
After Normal Working Hours
- Notify local Vinson Guard Service Office.
- All Security Officers on the premises should insure all exits and entrances are secured from allowing additional persons in to the building.
- Establish a command post.
- Notify Client Officials in accordance with the call sheet.
Client Officials will decide which plan of action to take in accordance with their corporate threat plan.
Threat Received
By Telephone
- Remain Calm
- Be Polite and Courteous to the caller.
- Listen Carefully, do not interrupt.
- Keep the caller on the line as long as possible. Ask the person to repeat the message. Record every word spoken by the caller.
- Obtain as much Information as possible. Especially try to find out where the device is located and when it might detonate.
- Tell the caller the building is occupied and the detonation of a bomb could result in the death or serious injury to many innocent people.
- Pay particular attention to the background noises, such as motors, music, and any other noise which may give a clue to the location of the caller.
- Listen closely to the voice (male or female?), voice quality (calm or excited?), accents, and speech impediments.
- Immediately record (write down) all information provided by the caller using the THREAT CALL CHECKLIST. ASK THE CALLER HIS NAME.
- Assure the local Vinson Guard Service Office is notified that you have received a call stating that there is a device in the building.
- Remain available; law enforcement personnel will want to interview you.
- DO NOT talk to the news media. DO NOT talk to anyone other than client representative, Vinson management personnel, law enforcement or fire personnel.
In the event of an emergency or you are unsure of your specific post responsibilities, call your local office or designated supervisor for assistance.
In Writing
- Remain Calm.
- Save all materials, including the wrapping, container, or envelope.
- Once the message is recognized as a bomb threat, further handling should be avoided. Every possible effort should be made to retain evidence such as fingerprints, handwriting or typewriting, paper, and postal marks.
- Although most bomb threats are received over the telephone a written warning should never be ignored.
- Immediately report the call by using the THREAT CALL CHECKLIST.
- Assure the local Vinson Guard Service Office is notified that you have received a call stating that there is a device in the building.
- Remain available; law enforcement personnel will want to interview you.
- DO NOT talk to the news media. DO NOT talk to anyone other than client representative, Vinson management personnel, law enforcement or fire personnel.
